The head of a fictional ministry aims for the best, but always ends up in a mess. Well-intentioned but hapless, this functionary experiencing a midlife crisis is appointed to run State's Ministry of Long-term Planning — a small, underfunded, understaffed and generally cast-off state agency. With a team of sycophants and corrupt cynics, he embarks on an idiotic quest to make his country great again.
